Potential McKinney Town Center Changes - Open House
In support of the City Council’s Strategic Plan, Staff is currently underway with a review and amendment to the McKinney Town Center Zoning District (MTC). The MTC Zoning District is one of the only true form-based codes in the City and was adopted in 2013. Although the Code functions well and accomplishes the goal of preserving the character and form of McKinney’s historic town center, a review is necessary to ensure that we address potential issues, concerns and inconsistencies that may exist. Staff has begun collecting data on all existing MTC projects and will be reviewing this list to create a formal set of recommendations to discuss with the Council and downtown development community. The proposed amendments will fall into 3 general categories: (1) common variances of previously approved cases; (2) known conflicts within the ordinance; (3) improved overall ordinance administration. Any potential amendments resulting from these analyses and discussion are currently scheduled to be presented at the Planning and Zoning Commission meeting on March 12, 2019, and are tentatively scheduled to go before City Council on April 2, 2019. Both meetings will be in the Council Chambers at City Hall and will begin at 6pm. Facilitating Downtown Land Use Opportunities
The McKinney Town Center (MTC) zoning district is intended to implement the Town Center Master Plan, which City Council adopted in March 2008. The district facilitates pedestrian-oriented, mixed-use, urban-infill redevelopment that provides for a number of land use opportunities including, but not limited to shopping, employment, housing and business and personal services.
This is achieved by the following:
- Promoting an efficient, compact and walkable development pattern,
- Encouraging pedestrian activity
- Reducing the reliance on private automobiles
- Positioning the Historic Town Center as a viable transit-oriented development
- Promoting a more functional and attractive community through the use of recognized and time-tested principles of urban design
- Allowing developers flexibility in land use and site design.
